You do have to pay for it, but UltraMon is the BEST dual screen application out there. It allows you to display a taskbar on both screens, along with displaying a different background on both, like you want.

Displayfusion is a very good dual monitor program. It's free and you can pick between having two different wallpapers or stretching a picture between the two monitors.

I have written a Wallpaper Downloader / Changer that works with both single and dual monitors, with a dual monitor setup you can select two different wallpapers and set them as your backgrounds, even works with different sized monitors with different ressies.
This program is still in development with more and more features are being added.

Now for the working out of how to put two different wallpapers up on different screens, it can't be done, the only way this works is by creating a large wallpaper thats the size of all the screens put together and placing the images you want as wallpapers in the appropreate place on the large image, then setting this as a background and setting it as "Tile",
Every program that does dual monitor wallpapers does it this way.
